Every number here is measured, not scripted. The plate really is put through an 8×8 DCT, quantized, and inverse-transformed, which is the same transform-quantize-code path the article diagrams. Macroblocking, mosquito noise and ringing are not drawn on: they fall out of that arithmetic on their own, exactly as they do in a real encoder.
